Steven Neary had childhood autism and a severe learning disability. He lived with his father and required supervision and support at all times. At his request, Steven went to stay in a residential facility run by the local authority. His father wanted him to stay for a couple of days, but agreed to an extension of a couple of weeks in the expectation that Steven would then return home.
