He has substantial experience of advising on issues of medical law, public law and human rights, including acting as an external legal adviser to the Human Fertilisation and Embryology Authority for the last 12 years. He has handled a number of high profile and sensitive judicial review proceedings, including Diane Blood and challenges relating to the grant of licences for "therapeutic cloning" and "designer babies". He led the firm’s team in the Quintavalle judicial review proceedings which were successfully defended in the Court of Appeal and House of Lords. Graham also advises the Human Tissue Authority on the regulatory provisions of the Human Tissue Act.
Graham also sits as Legal Chair of Appeal Committees considering applications to provide pharmaceutical services. Graham is also an external lecturer at Cardiff Law School where he lectures on the Legal Aspects of Medical Practice course.
